The LaVista police department web site indicates that Waugh is Special Operations Division Commander. In that role, he is responsible for the department's SWAT team, K-9 police dog unit, School resources officers and Emergency Management.
“Mr. Waugh’s outstanding educational background combined with his varied law enforcement skills including patrol, staff supervision, budgeting, community policing efforts, recruiting, training and personnel management makes him an excellent choice” according to Morgan.

Waugh, a West Virginia native, will officially start with the City of Kearney on January 2, 2019.
