According to the arrest affidavit, the alleged incident began in a possible road rage situation. One car allegedly was driving too slow on East U Street but would speed up when the other car tried to pass. The other driver told officers the car behind him was tailgating and had their brights on.
It was also detailed that one of the drivers had gotten out of their vehicle and brandished a firearm before firing a round in the air. Richard Endicott denied these allegations and said he has cameras on his house but doesn’t have a way to record.
While speaking witnesses in the area, officers uncovered video evidence of Endicott brandishing a long gun and firing at least one round in the air during the argument.
Officer went back to Endicott to arrest him but he refused and became argumentative. He was finally taken into custody and transported to the Scotts Bluff County Detention Center.
Endicott is facing a 10% of $95,000 bond with resisting arrest, terroristic threats, possession of a firearm by a prohibited person, use of a deadly weapon to commit a felony and discharging of a firearm.
