Potter man is arrested stemming from alleged assault in 2016

POTTER, Neb. - (KNEP) - A Potter man is facing first degree sexual assault of a child charge stemming from a 2016 incident.

According to court records, an arrest warrant was issued for 50-year-old Kenneth Kinnard in August. On that same day, a Cheyenne County Judge ordered the supporting affidavit be sealed. Kinnard voluntarily turned himself in when he was notified of the warrant.

In another court document, the alleged incident occurred in April of 2016 in which Kinnard is accused of sexually assaulting an individual under the age of 12.

A supporting affidavit for a separate case back in 2016 details Kinnard had a separate charge of intentional child abuse with no injury dismissed. During that case, the affidavit stated DHHS and the Cheyenne County Sheriff’s Office were investigating a report of malnourished within the family.

That same affidavit states during the investigation the sheriff’s office became aware of allegations Kinnard sexually assaulted five boys and girls in Florida who were between the age of 7 and 12. There were also allegations he was distributing child pornography in Florida.

Florida prosecutors declined to arraign Kinnard because only two of the five alleged victims were willing to cooperate and even then their stories had discrepancies.

Kinnard is currently held on 10% of $250,000 bond with a review hearing set for Tuesday.
