According to the affidavit, officers were made aware of a runaway juvenile who is now in Lancaster County Juvenile Detention Center but was allegedly sexually assaulted while on the run in Scottsbluff.
An interview was conducted which was sent to Scottsbluff Police Department. In the interview, the 15-year-old victim stated that while she was on the run from the youth shelter she and another individual went to a local trailer park.
While at the trailer park, the victim told officers she began consuming alcohol while in the home of Kevin Shortbull. The victim became drunk and went to the back of the trailer to lie down. Officers were then told Shortbull entered the room and laid down with the victim where he began to grope. The victim told him to stop, but he continued inappropriately touching her.
The affidavit stated another person entered the room and told Shortbull to stop. The person and the victim left and went to another person’s house.
Upon getting a description of the adult from the victim, officers were able to pinpoint Shortbull who is facing three charges of contributing to delinquency of a child, three counts of procuring alcohol to a minor and one count of fist degree sexual assault of a child. He is currently housed in Scotts Bluff County Detention Center on 10% of 300,000. His is set to appear for a preliminary hearing on June 24th.
